The TVET Reform Project is an initiative
of the Government of Bangladesh, assisted by the International Labor Organization
and funded by the European Union. The goal is to ensure Bangladesh’s
competitiveness in the global market and reduce poverty by improving the
quality of vocational educational and training.
We are 5 persons in Dhaka Polytechnic
Institute who have been selected for a fellowship program held in Philippine
for 14 days with 23 other participants under the guidance of Ms. Sandra J.
Chan-ILO Bangladesh (International expert) and Mr. Serajul Islam-ILO Bangladesh
(Program officer).This fellowship program jointly organized by Government of
Bangladesh-International Labor Organization and European Union (GOB-ILO-EU).
This program is one of the parts of TVET Reform project.
Finally we can conclude that during our short visit in Philippines, we observed the
Competency Based Training and Assessment (CBT&A) system in different institute and industries under
Technical Education and Skilled Development Authority (TESDA) of Philippines
and gathered practical experience on CBT&A system. We also observed their
training regulations, curriculum design and development, delivery system ,
learning materials, methods of assessment and certification. We observed that all
the training institution’s workshops were well equipped with modern instrument
and machineries where the CBT&A systems are running. The equipments and
machineries those are costly for training system, in that cases dual training
system are applied. For starting CBT&A system properly we like to suggest:

Work
shop/Classroom should be well equipped with modern instrument and machineries.

Skill
training is essential for CBT trainers.
·
Machineries
for Packaging technician course are costly, so dual training system in this
case can be arranged.
We would like to thanks high officials
of ILO- Bangladesh, ILO- Philippines and the government of Bangladesh for
arranging such a valuable study tour. We think it will be helpful for us to
work in CBT&A system, which is newly going to be started by the government
of Bangladesh.
